I got tired a few years ago of always worrying about this and moved to
T-mobile.  The US branch at least has a plan that includes 3g international
data roaming and generally cheap”high speed” bump ups if you want them when
you’re on travel.  I mostly don’t use the bump ups  as my main out of the
hotel use is for maps and I can download google maps for the area when I’m
connected to WiFi.  Also includes WiFi calling which just works at an IETF.

It’s wonderful no longer getting the ATT text message indicating that a MB
of data would cost $15.36 each while I was in country.
