I got the prepaid $15 sim card of Singtel at the currency exchange port of
Terminal 4. There also are some other more expensive sim cards selling
there, Starhub or M1, I asked them if they provide other options for sim
cards, they say they only sell $30 and $50 kinds.

So find the currency exchange port to get $15, or if you can't, any 711 in
the city has this $15 sim card to sell.
