When I read it, that's not my interpretation. They're limiting roaming. As 
in when you're in those countries.

So it's "local data" and "roaming data". So with the cheapest option, you 
don't get any roaming (which is ok). On what are you basing your 
conclusion that it limits whereto you can communicate when you're in SG?

I think this is their point they're trying to make, not that you only can 
talk to SG IP addresses when you're in SG.
