Do you typically book your flights a few weeks before you fly? I don't. 
And for a lot of people, booking flights before they have a visa means 
they might be wasting money in case they have a non-refundable ticket 
(which is my default).

So yes, I can understand if people want to start the visa application 
process more than 10 weeks before the meeting.
