This was actually a topic of some informal discussion at the recent
IAOC retreat.  I gather there have been some logistical issues in
opening registration sooner, and they're being worked.  I don't have
an ETA for details about the improvements, but I take this current
thread as indicating some need to explain in detail the way the
registration system is working and what plans there are for altering
it.

In the meantime, I urge anyone who needs a visa to register as early
as possible and get the letter requests in, so that the Secretariat
can process everything as quickly as possible.
