So, my reading is that this just solves the "work permit" part, and not the "Visa Type" question, does it?

I've digged more into this using the legislation reference numbers and finally came across even more recent amendment than what you're refering
to:

I'm yet to find the actual text for it instead of the interpretation on that webpage but luckily it seems to finally settle it for good (From what I gathered elsewhere, in the earlier legislation there was a word trap that "attending" something did not including the right to present there and the latter might have required to apply for a work permit(!) besides the B visa).
