Friendly for some definitions of friendly.

Thailand is a military dictatorship and if I'm not mistaken under 
martial law (source: 
https://en.wikipedia.org/wiki/National_Council_for_Peace_and_Order), so 
I for my part see very big issues with having IETF meetings there, 
notwithstanding the fact that they may treat tourists nicely.
