From immigrations pov. you do business if you sell or meet with the purpose to sell products.IOW attending an IETF meeting where you have discussions is not business.

    At least for us Hungarians there is. For tourists we do not need
      a visa, but for ANY business we do need a non-immigrant visa. 

      You might get away with visiting as a tourist, but I tried to do
      the correct thing.
