That is not correct. Some countries (including Germany) offer there 
citizens a promotion to Global Entry on a bilateral basis, so might be 
worth to check if your country allows this. I got it since nearly five 
years now and will certainly re new it. It is absolutely worth it. I’m 
often faster through immigration into the US then coming back home.
