I suspect 'dispatch@...' is an email alias.

There are two kinds of such aliases at IETF.  Those who go to a set of
persons but not to the sender (the 'dispatch@...', supposedly), and
those who go to all including the sender (aka an email list, like this one).

Post the new idea here to this email list.  It is then possible to tell
whether this idea is for this or that Working Group or this or that
email list at IETF, or a new one to make if possible.
