I actually tried to think this through a bit ago.  I think it would be a 
nightmare to set up and fund.

Issues are many.  Think about getting 5 sites, each with 100 - 300 
attendees.  How many rooms for this small grouping?  At what cost (IEEE 
802 with this size meetings is still not cheap)?  What A/V and Internet 
needs?

Someone better than me can work at sorting this out.  :)
