Indeed, if the requirement to attempt a partially physical meeting will be set to zero risk and zero travel restrictions for everyone on the planet, I am afraid we won't be meeting each other for the next 5 or 10 years. I'd rather settle for "let the people who can and want meet in person, as long as there are enough of them to make a meeting viable". The hardest part is how to assess that with the necessary advance, while conditions - and thus each participant's availability - change week by week.
