The only sensible way of specifying time is in UTC offsets. It's bizarre 
that we, of all people, are having this argument :-)

I *hate* it, and hate with a big H, when people send me appointments in 
things like "Mountain Time" or "Pacific Time". And you would all hate me 
if I sent things in "America/Montevideo" time. I only know that 
America/Montevideo is UTC-3 because I happen to live there.

Let's stop the nonsense, we have the tools to do it!
