I've used both gather and side rooms for random discussions and both can
work well.

One of the big differences is who is structuring the "event".  Zoom (and
webex) is absolutely fantastic for breakout sessions to let people
wander to topics they want to participate in, and change rooms, etc.
But, it works best when there is top down direction that creates the
right number of rooms, assigns names to them, etc.  Perfect for
workshops with chairs, etc.  However, if you want bottom-up driven
conversations than gather is better, as people can be crazy and split
off in their own side groups more easily.

TL;DR: there is no perfect -- use the right tool for the right job
