Having been a chair, and having been a presenter, I know that it genuinely is hard: we don't get to know what will be presented until close to the meeting, but have to schedule time for the presentation well in advance of the meeting because that affects how much time we are allocated. I'm not sure this is a good approach—it might be better to just give each WG that thinks they need to meet an hour and have unstructured time for discussions that doesn't come out of the presentation budget. But this is more of a hand-wave than a serious suggestion—I don't know how to make this work.
