We will have the serialization problem establishing transport connections then. We had this with IPv4 and IPv6. 

To be specific, DNS returns both A and AAAA records. The local system sends a TCP SYN and it times out because there is not a complete IPv6 path to the destination. Then IPv4 is tried and used. Connection open latency of the time-out value.

The same problem happens here because the local system is doing ILNP and the destination is not, it takes a response to find out. Connection open latency 1 RTT.
