Engineering-wise, it is definitely possible to design a home gateway with a PLC module inside. Actually it is a good idea. I should suggest it to my Internet provider :)

I assumed that the HomeRouter had a physical interface that was a PLC.
Maybe it's physically a USB cable, but the PLC's layer-3 interface was inside the homerouter.
