MIBs are not SNMP.
MIBs are a set of well defined counters (and other objects) defined in ASN.1.
SNMP is just one way of transporting queries about that ASN.1.

We could use CoAP, for instance.

If the mesh is under, then the security has to be under too.
Secure joining of mesh under implies a layer-2 bootstrap operation.
If layer-3 protocols are necessary to do that, then one needs to run a
second (unsecured) mesh-under.  
(PANA is a layer-2 way to carry EAP, so doesn't require a layer-3+)
