The work needs to focus on:
0) clarifying questions about the two documents
1) joining the two documents, eliminating overlap
2) describing the proxy functionality fully
3) discovery of the proxy
4) rekeying and long-term maintenance of the security
5) revisions to the ra-in-ie concept.
