Elwyn has been trying to do that but it's not simple and there seems  
to be a BIND bug. I'm on MacOS so I don't have that problem but I'm  
running a local nameserver that is reachable on 169.254.71.71 for  
people who are also on the v6-only network. Since there is no DHCP  
server you should be getting an address is 169.254.0.0/16 too so you  
only have to point at the DNS server (172.31.71.71 also still works).
