The US offers a large number in the Visa Waiver program:
http://travel.state.gov/visa/temp/without/without_1990.html

Which is basically EU + Japan + australia,

Plus Canada under a different category.

I would bet (but have no evidence) that the visa problem is almost  
specifically a chinese issue.
