As far as I have been able to calculate in the past the UK does as well. And they also allow the carrier to take a fee for collecting the tax, and then ask for VAT on that "service". So you end up with a calculation that looks something like:

(<cost of goods> + <carriage>) * <duty> * <VAT> + <carrier duty collection charge> * <VAT>
