Interesting.  Has this EVER been respected?  Looking at a few random  
WG minutes I see zero compliance, nor has anyone ever offered me as a  
WG chair so much as a scan of my blue sheets (I suppose I could  
photograph them myself before turning them in).

It would be interesting (though scary) to audit our rules (both this  
and other RFCs) and compare to our practice.  For other standards  
documents, we do try to move "standards" which are not observed to  
Historic.
