Sfo has indeed an area marked as "transit lounge", which even has an entrance before immigration, as civilized airports should have.  I have never seen anyone entering or leaving through this door, and the one time I tried, the door was locked.
In the specific case of transfer to/from Canada flights, this info is completely irrelevant, as those flights leave from the domestic terminals.
Edit: I'm right now at SFO, going to FRA.  Just walked back to security and asked the tsa supervisor on duty, as he looked bored... he never heard of a Transit lounge.
