FYI, there is no international transit at any US airport. You cannot 
connect from an international flight at a US airport without going through 
US immigration. If you don't have a passport from a no-visa or visa-waiver 
country, the process of getting a C transit visa is reported to be no 
easier than getting any other kind of visa, i.e., tedious and expensive.

By the way, if you change planes in Toronto or Montreal, you will go 
through Canadian immigration, which is reported to be less of a hassle 
than US airport immigration (I dunno, since I have NEXUS), then collect 
your bags, then recheck them, then go through CATSA security inspection 
which as I have noted, is not very different from the TSA, including the 
silliness about taking your shoes off.
