What's curious about that email from CIBT is that they do not provide any
links to substantiate that new requirement.  This website has no mention of
such:

It does note that you must
...

   - satisfy an immigration officer that you have ties, such as a job, home
   and family, that will take you back to your country of origin;
   - satisfy an immigration officer that you will leave Canada at the end of
   your visit; and
   - have enough money for your stay. The amount of money you will need can
   vary with the circumstances of the visit, how long you will stay and whether
   you will stay in a hotel or with friends or relatives. For more information,
   ask the Canadian visa office in your country or region.

In the past I have found Canada to be pretty picky about you telling them
you are there for business, because they interpret that to mean you are
there to make money.  So, whenever I traveled there in the past, I told them
I was there for a meeting with colleagues and I would not be doing any
training or teaching (when asked).
