Yes, Skype works with an implementation of draft-ietf-behave-v4v6-bih, 
if the implementation of draft-ietf-behave-v4v6-bih includes some 
extensions that are not permitted by that I-D.  But 
draft-ietf-behave-v4v6-bih is not implemented in OSX Lion or Windows 7.
