My experience connecting international flights through the US, is that there are no more international transit arrangements like Europe or other civilized countries.

All passengers must deplane clear immigration and customs even if continuing on the same aircraft.
That includes picking up and rechecking bags.

Most Canadian airports have transit arrangements, except to the US where US customs is at the canadian airport.

There may be an exception someplace, but that is what I have found regularly for the last several years.
