Half an hour for taxi from Pearson to downtown Toronto is very optimistic and may violate laws of physics as well as the laws of Ontario....I'd budget an hour for non-rush hour...90 minutes+ for rush hour.

As others have noted, it's a long way.  There is no practical bus service.

There is a train from Toronto that leaves at 11:35 and arrives in Quebec at 21:00, one way fare is $132 if you book at viarail.ca.  The train station is in downtown Toronto, so you'd have to take a taxi from the airport, which would take about 1/2 hr.

You can fly from Toronto to Montreal in under an hour for $259 on Porter airlines (http://www.flyporter.com/), then the four hour airport bus to Quebec for $68 (http://www.orleansexpress.com/).  But Porter's flights leave from a small airport on the downtown waterfront, not Pearson, so again you'll have to take a taxi.

You can rent a car from Hertz at the Toronto airport on the 24th and return it the next day in downtown Quebec for $180, plus whatever you spend for fuel (about $1.20/litre).  It's about a 10 hour drive, along the north shore of Lake Ontario, then along the St Lawrence through Montreal and up to Quebec. If you have two people who can drive this is a reasonable possibility, but I wouldn't try it alone after a long flight.

There is quite a lot of air service to Quebec via cities in the US, although I realize this can be a problem if you don't already have a US visa.
