I did the Seattle to Vancouver train trip a few years back, and I'd
class it as one of the great train trips in the world. I assume it
still operates. Rather a long way around if that's how you're getting
to Quebec, but it is worth it.

The US immigration officer was grumpy on my return because I (as an Au
citizen) "had already entered the US" so shouldn't have filled out the
form again...

I found the Canadian immigration officers cheerful, helpful and happy
to assist. You just tell them why, how long and your overall
itinerary.
