there is no direct train from Toronto to Québec.

- it is tight but the gates are nearby (i.e. 30 seconds walk). so yes, 
unless the first train is delayed and the next one does not wait for you.

However, I have to say again that the Toronto to Québec train is a long 
journey. Direct Toronto-Quebec flights are ~1h30.
