As others have noted, it's a long way.  There is no practical bus service.

There is a train from Toronto that leaves at 11:35 and arrives in Quebec 
at 21:00, one way fare is $132 if you book at viarail.ca.  The train 
station is in downtown Toronto, so you'd have to take a taxi from the 
airport, which would take about 1/2 hr.

You can fly from Toronto to Montreal in under an hour for $259 on Porter 
airlines (http://www.flyporter.com/), then the four hour airport bus to 
Quebec for $68 (http://www.orleansexpress.com/).  But Porter's flights 
leave from a small airport on the downtown waterfront, not Pearson, so 
again you'll have to take a taxi.

You can rent a car from Hertz at the Toronto airport on the 24th and 
return it the next day in downtown Quebec for $180, plus whatever you 
spend for fuel (about $1.20/litre).  It's about a 10 hour drive, along the 
north shore of Lake Ontario, then along the St Lawrence through Montreal 
and up to Quebec. If you have two people who can drive this is a 
reasonable possibility, but I wouldn't try it alone after a long flight.

There is quite a lot of air service to Quebec via cities in the US, 
although I realize this can be a problem if you don't already have a US 
visa.
