Yes, yes it is…

I believe that there will be more information presented at the plenary this evening, but you can safely assume that the primary hotel network is alway supplemented / replaced.

Hotel networks are designed assuming that only some (small) fraction of folk will be using is, and that they will be normal users  -- unfortunately IETFers are not normal...
