It turns out that even if you're going to do paid training, you still 
don't need a visa, you just need to deal with the GST (sales tax.)  I say 
this from direct experience, of some disappoited officers at a rural 
border post who called HQ and found that no, they could not bust me.

As you say, all you need to do when you get to the border is to tell them 
that you're going to a meeting.
