There's a group that's been discussing this; see, for example,
http://www.ccs.org/validate/wwwspec6.htmlm and
draft-palme-text-html-00.txt in your friendly internet drafts group.
In addition, the mimesgml group catalog proposal seems like it might
be a solution to some of the problems.
