it's HIGHLY country-dependent. I think the only operator that has a pan-EU plan is Vodafone, but I don't know if their prepaid ones have that feature.

In Germany, T-Mobile usually wins the various comparisons for speed and coverage, and they have a prepaid plan similar to the US one I was pointed at: http://www.t-mobile.de/xtradata/0,24748,27850-_,00.html
