No one is asking for anything for free here, what we are asking for is
some help from the local organizers, who are the ones who know the
ground they walk on, and for the IAOC to actually forward this need to
these organizers.

I commented on this a few emails ago: this wouldn't have worked in
Germany, because of the lack of English-speaking support and for the
availability of convenient offers in stores. This is where the help of
the locals comes in.
