If I'm sending a review, I transcribe the annotations to email on my Mac. The annotations can be viewed in Preview and Adobe Reader, which makes it easy to cut and paste, or even just send the annotated PDF. that's exactly what I do too (goodreader + dropbox). I save all text files as pdf in my dropbox folder. I do lots annotated PDFs, dropbox keeps all of my marked up PDFs sync'ed between iPad and mac.
