I think the historically robust communications culture in the IETF
and self implied but not written down mutual respect was identified
to not be compliant with organizational processes of the 21st century.

Or maybe old-IETF-timers just gotten really so grumpy over the
years that this was indeed necessary. Who knows. Eye of the beholder ;-)

Looks ok. mostly common boilerplate. s/IETF/whatever-org/. I bet it
still was a lot of work to wordsmith the sentences ;-)
