At least in the west wing (not sure about others), the center point 
of the room heat/cool knob seems to be a set point which is adjusted 
centrally by the hotel per-room.  When I checked in the room was 
super hot, and would not cool.  "Magic" (hotel operator) sent 
maintenance to room, who called to his central office and had them 
switch the set point from heat to cool.  He said the previous 
occupant felt it was way too cold.
