As others have said, most likely it is intended for a bedside lamp, and
is switched elsewhere in the room. You see these in some hotels.

Really? That is against code and has been for years. Or the gates have been
defeated by previous occupants.

The normal UK sockets are always locally switched and according to
the code you are only allowed to plug in a fused plug. Adaptors sold
in the UK must be fused; adaptors sold elsewhere are not fused and are
technically illegal in the UK.
