I don't follow the logic of that reference. We provide lanyards for 
badges, so shirts should also be optional. The badge is the one truly 
non-optional piece of apparel. (You can be discrete by adjusting the 
lanyard.)

OTOH, we (usually) conveniently provide free t-shirts for the 
shirt-challenged.
