Did anyone study the signal to noise ratio for the signally to determine if an error correcting code was called for?

At the IETF here in 2007, this very topic came up.  Some travelers from the airport got pickpocketed, and complained on the attendees list that we'd chosen to hold meetings in a city where crime occurs.

At the IETF here in 2010, someone was pickpocketed while walking around the city and posted to the attendees list to warn others.  Someone else concurred that it's a problem, but also claimed to have noticed pickpockets working in teams and using gestures to indicate likely targets to each other.  There was then an observation that this mechanism of communication might be problematic sometimes, followed by a proposal that we help them with their signaling.
