I concur, the past 20-30 minutes or so "ietf" has been stable. Before that 
I couldn't connect, but now it seems to work.

So just to be clear, my experience is that the "ietf" ssid was unstable 
past the 1.44pm time that was mentioned before, but now it's working much 
better. I am in Congress Hall III.
