It's definitely uncommon in Central Europe to call a taxi by waiving a 
hand. Even if you see a free cab, it's probably going to pick-up a 
passenger that has called for it. The primary way to get a taxi is to 
call a taxi corporation (e.g., AAA in Prague - +420222333222). You can 
also go to a taxi stand, but you need to know where they are ;-) You've 
to be very lucky to stop a taxi on a street :-)

Moreover, it you call a taxi by phone, you will pay less than if you get 
if from a stand or street.
