As long as the number of people with special food needs is smallish, this should be manageable, possibly at the cost of missing the first 15 minutes. This obviously works better in places like Prague, with plenty of take-out and grocery store options.

That is one of the non-merits of a lunchtime plenary.   It is one that would literally cause me to skip a plenary, which I normally consider very important to attend.   Check your privilege.   Seriously.   Not everybody has the same easy food experience you do at IETF.
