The IETF is idemnifying everything participants say already via the note well,
i don't understand why they wouldn't want to do it for the use of the IETF network.

Network note well:
  IETF will observe all traffic on the IETF network. Whatever you send/receive 
  on that network is not your traffic but owned by IETF. IETF will do its best
  to get as much research and commercial value out of you using the IETF network
  as IETF sees fit.

I just hate captive portals, otherwise i'd recommend for the IETF net to have
one with the above disclaimer before one can connect.
