The meetings I've been in also managed their use of time quite well.

I think the breaks are needed though.  Many times they are used for
important side-bars that get people on the same page.

Doing more presentations electronically (not during the meeting) would free
up more meeting time.  I think this could also be done with the admin
plenary.
