This IETF we had more WG meeting time requested than could be met.  With
concern requested, the time requested did decrease.

The plenaries are in the morning because it allows the rooms to be reset
during lunch.  Having them in the evening would have eaten the meeting
rooms for the time slot before the plenary which would have further
decreased the available meeting time for WG meetings.

I'm in the technical plenary now and it seems to be quite well attended.
