I am listening to the ACME recording from 110 (missed it due to conflicts, I
think it is my last video to watch)

At 38:00, discussion about cmcRA bit issue.
Russ asks a question about the bit.
Owen says it is about communicating with the MASA.

I don't think that the MASA cares (at least, I don't recall writing anything
that says that).  It is the Pledge that cares that the cmcRA bit is set on
the thing it is talking to over the provisional TLS connection.
